In stark contrast, larger metropolitan areas like Toronto (4.5), North York (4.2), and East York (4.2) ranked as the safest, demonstrating significantly lower rates of accidents and infractions. Experts attribute the disparity between large urban centers and mid-sized cities to differences in road infrastructure, traffic management, and driver behavior.
