Mayor Kevin Davis has appointed Councillor Rose Sicoli as Deputy Mayor of External Relations for the City of Brantford, invoking the strong mayor powers granted under Ontario’s Municipal Act. The appointment takes effect immediately.
In her new role, Deputy Mayor Sicoli will support the Mayor in overseeing the City’s intergovernmental and external relations, a responsibility the Mayor described as “critical” amid current global trade and tariff pressures.
“Rose Sicoli has consistently demonstrated outstanding leadership and a strong commitment to advancing Brantford’s interests across all levels of government,” Mayor Davis said in a statement.
“She will play a key role in ensuring Brantford’s voice is heard—especially in this challenging trade environment, where municipalities must be more agile and proactive in protecting local economic interests.”
The strong mayor powers, introduced by the Ontario government to expedite progress on municipal priorities, allow the mayor to appoint a deputy mayor and delegate responsibilities.
Davis said Sicoli’s appointment is a strategic step to strengthen Brantford’s external engagement and support local industries as trade conditions evolve.
Sicoli, who has represented Brantford at the Association of Municipalities of Ontario (AMO), the Federation of Canadian Municipalities (FCM), and Queen’s Park, brings extensive experience in public service and municipal governance.
In her expanded role, she will focus on coordinating with provincial, federal, and international partners; advocating for infrastructure investment; and guiding the City’s external strategy to support economic resilience.

“At a time when trade and economic conditions are rapidly evolving, it is essential that Brantford has a strong and coordinated voice. I look forward to working with partners at all levels to protect local interests and advance our city’s priorities.”
The City confirmed that the rotating “Mayor of the Month” program will continue to handle chairing committee meetings, attending community events, and other ceremonial duties, while Sicoli focuses on intergovernmental and strategic responsibilities.
This appointment, City officials say, reflects the Mayor’s commitment to strong leadership and effective collaboration as Brantford navigates a period of economic uncertainty and shifting trade dynamics.
